Andrew is a dynamic leader with over two decades of experience at the intersection of law, policy, and technology, specializing in transportation infrastructure, safety, and electrification. Known for his ability to communicate complex issues to diverse audiences, he has a proven track record of using advocacy and consensus-building to shape impactful legislation and federal policy.

A principal architect of the Infrastructure Investment and Jobs Act (IIJA), Andrew played a central role in designing programs that invest in transportation safety, modernization, and electrification. He is particularly renowned for his leadership in creating the $7.5 billion National Electric Vehicle Infrastructure (NEVI) program, which represents the largest federal investment in EV charging infrastructure in U.S. history. Andrew also helped establish the Joint Office of Energy and Transportation, and authored the regulations that have set the standard for federally funded EV charging infrastructure.

As Deputy Administrator of the Federal Highway Administration (FHWA), Andrew led efforts to implement the $350 billion Federal-aid Highway program, providing executive leadership, establishing policy, and overseeing grants. Earlier, as FHWA’s Chief Counsel, he advised on a wide range of legal and regulatory matters, including safety, environmental compliance, and technology integration.

Andrew’s experience spans roles in the U.S. Senate, where he served as Chief Counsel to the Senate Committee on Environment and Public Works, and as Director of Legislative Affairs for the American Association for Justice. He is a respected voice in the fields of transportation, infrastructure, safety, and technology policy, with a focus on modernizing infrastructure to meet 21st-century challenges.

A litigator by training, Andrew began his legal career in Detroit and holds degrees in Economics, Business, and Political Science from Kalamazoo College, as well as a J.D. from Wayne State University Law School. He resides in Washington, D.C., with his wife, two daughters, and their dog, Cass.
